Additional Information

Enrollment in Out-of-State, Online, or Virtual Private Schools
Pursuant to Massachusetts General Law (M.G.L. c. 76, § 1) and the Massachusetts Department of Elementary and Secondary Education (DESE) guidelines, children of compulsory school age (6–16) must attend a public day school, an approved Massachusetts private day school, or be “otherwise instructed” via a home education program approved in advance by the Superintendent or their designee.

Enrollment in any out-of-state, nationwide, or online virtual private school (such as, Keystone, Penn Foster, etc.) does not constitute an automatic public-to-private school transfer under Massachusetts law. Consequently, Carver Public Schools classifies any student utilizing an out-of-state online private school as a Carver Home School Student.

Parental Responsibilities & District Oversight:

  • Mandatory Application: The use of an online virtual school is considered a chosen homeschool curriculum mechanism. Parents/guardians remain legally responsible for the child’s education and must fully complete and submit the Carver Public Schools Home Education Plan Application for review and approval.
  • Curriculum Documentation: Parents must attach the online provider’s course descriptions, scope and sequence, and credit structures to their Home Education Plan to ensure compliance with the district’s right to review the thoroughness and efficiency of the instruction.
  • Prior Approval Required: Students are not legally authorized to begin an online program or withdraw from their current school until the Carver Public Schools Assistant Superintendent’s office has formally approved the Home Education Plan.
  • Annual Evaluations: As Carver home school students, families must submit annual academic progress evaluations (such as official transcripts, report cards, or progress certificates generated by the online school) at the conclusion of each school year.
